Ability to Allow Employees to Add Projects

I would like if there were more settings that could be customized for each employee, I don’t want them to have all the options of a manger but if I could set up their profiles specifically to them that would be great. One thing I would really like is the ability to allow employees to add new projects, but it should be an option that can be turned on and off, if it would be able to set for each individual employee that would be really great.
